General Plan Basics

The General Plan identifies the community’s priorities and their vision for the future of their City. This important document is a “blueprint” for growth and development in the City of Garden Grove, including long-range goals and policies addressing important topics from the natural environment to public health and safety to economic development. The process is anticipated to be completed within approximately eighteen months.

California requires each city and county to adopt a general plan to guide the growth and development of the community, usually over a twenty-year horizon. Garden Grove's last comprehensive update to the General Plan took place in 1995.

Eleven sections will be updated in the Garden Grove General Plan, including:

  • Introduction
    This section will describe the community “vision” for the future of Garden Grove and will provide an overview of the General Plan.
  • Land Use Element
    The Land Use Element will develop a long-range vision for Garden Grove, including future land uses, densities, and intensities.
  • Circulation Element
    This element plans for an effective transportation and parking system in Garden Grove. The Circulation Element will focus on street and highway movement, truck routes, transit systems, bike routes, neighborhood traffic management, and parking policies.
  • Infrastructure Element
    This element focuses on providing major city services, such as water, sewer systems, and drainage.
  • Safety Element
    The Safety Element will discuss disaster preparedness, response, and recovery to natural and manmade safety issues. The chapter will address flooding, earthquakes, hazardous and toxic material, fire, and crime.
 
  • Noise Element
    Most uses, especially residential uses, are sensitive to noise. This element will address issues and concerns related to noise levels in Garden Grove.
  • Open Space & Recreation Element
    The Open Space Element will focus on natural open space, trails, parks, and recreation facilities.
  • Conservation Element
    The Conservation Element will address energy resources, solid waste reduction, air quality, and cultural resources.
  • Economic Development Element
    This element will focus on economic goals and policies to ensure a viable and prosperous future.
  • Community Design Element
    The Community Design Element will ensure high quality development and preserve community culture and lifestyle.
  • Implementation Program
    Along with the nine elements, the General Plan Update will have an implementation program designed as a work plan for each of the General Plan’s elements.
